The Committee on Appointment, Promotion and Tenure (APT) is an elected, standing committee of the Faculty of the University Libraries (FEC) which exists in accordance with the Policies of the Board of Trustees of the State University of New York and the Bylaws of the Faculty of the University Libraries (Bylaws). The general duties and obligations of the APT Committee are described in the Bylaws.

In summary, the APT Committee considers and makes recommendations to the Associate Vice President for University Libraries on:

The APT Committee consists of seven tenured voting members of the Faculty of the University Libraries. To assure continuity in the Committee's work, there is rotation of membership, with three members elected in one year and four members elected the next year. Members serve a two-year term.

The APT Committee members select a Chair and a Secretary who serve one-year renewable terms. The Chair may not serve more than a total of two years in any given four-year period. The Secretary may serve for the full four-year period.

The general duties and obligations of the APT Committee members are described in the Standing Rules and the Bylaws of the Faculty of the University Libraries (Bylaws).

In summary, the Committee meets to review the dossiers of all candidates for appointment, reappointment, promotion and continuing appointment (tenure).

A quorum, consisting of four persons, is necessary to consider all personnel actions not requiring review by the Presidential Review Board. Five is the quorum for personnel actions requiring review by the Presidential Review Board.

No APT Committee member is permitted to participate in the consideration of any personnel action that pertains to that member.

An annual report of the committee's activities, including the number and type of cases considered, is presented to the Faculty at its May meeting. Interim reports are also presented at the quarterly faculty meetings.

The Appointment, Promotion, and Tenure Committee meets whenever necessary to conduct business which falls under the jurisdiction of the Committee. Meetings are closed and attendance for everyone except Committee members is by invitation only.
