U.S. Traveler with Extensively Drug Resistant Tuberculosis (XDR TB)

The Centers for Disease Control and Prevention (CDC) is working with a number of international, state, and local partners on an investigation involving a U.S. citizen recently diagnosed with extensively drug-resistant tuberculosis (XDR TB). XDR TB has been recently defined as a subtype of multidrug-resistant tuberculosis (MDR TB) with additional resistance to the two most important second-line antibiotics (i.e., a fluoroquinolone and an injectable agent [amikacin, kanamycin, or capreomycin]) in addition to the two most important first-line drugs (i.e., isoniazid and rifampin).

International Nursing Students & Faculty

M. Patricia Donahue, an American Nurses Association member, is working on the third edition of Nursing: The Finest Art; An Illustrated History that depicts nursing history through the ages. This book will incorporate various forms of art to depict the particular shifts and changes in the roles and functions of the nurse. There will be a chapter in the book dedicated to "global nursing" and artwork from as many countries as possible will be featured throughout the book. She is seeking artwork that represents the nursing profession care in different countries.

An International Update on the Comparative Performance of American Health Care

Compared with five other nations - Australia, Canada, Germany, New Zealand, the United Kingdom - the U.S. health care system ranks last or next-to-last on five dimensions of a high performance health system: quality, access, efficiency, equity, and healthy lives. The U.S. is the only country in the study without universal health insurance coverage, partly accounting for its poor performance on access, equity, and health outcomes. The inclusion of physician survey data also shows the U.S. lagging in adoption of information technology and use of nurses to improve care coordination for the chronically ill.

UB Libraries and BioMed Central

Dear Nursing Faculty.
For the past two years, a SUNY-wide membership to BioMed Central (BMC), a thriving, open access publisher, was provided via a UUP grant and a SUNY University & Health Sciences Center Libraries subsidy. This membership waived publication charges for all articles submitted to BMC journals by SUNY faculty and staff. At least 45 articles were published under this membership, which expired on March 31, 2007. All articles that were submitted by that date and are eventually accepted for publication will be covered by this expired membership.
Unfortunately, due to the significant growth of their journals, BMC could no longer cover their costs with flat-rate memberships that provided unlimited publication rights. BMC also significantly increased their publication charges, though they are still reasonable compared to some other publishers.
With the UUP grant expiring and the higher cost of the new membership models, the SUNY Council on Access and Collections (SCAC) did not have the funding to renew any form of a SUNY-wide BMC membership.
After discussions within the UB Libraries, we have elected to commit $18,000 towards what BMC terms a "pre-pay membership". Basically, we are setting up a deposit account from which publication charges for UB authors will be subtracted when articles are accepted for publication. The other benefits of this pre-pay membership are:
10% discount for each article publication charge,
A 15-20% discount on our subscriptions to non-open access BMC journals and their Faculty of 1000 services,
A web page highlighting UB publications at http://www.biomedcentral.com/inst/36431.
Note this is not a "blank check". We estimate that the $18,000 will fund the publication of approximately 13 articles submitted after March 31, 2007 over the next 12 months. The UB Libraries currently have no funding to extend this membership to cover additional articles this year, or perhaps even to renew the membership in future years.
We want to be clear that the University Libraries remains very supportive of new, more affordable models of scholarly publishing such as BioMed Central. However, until these new models make deeper inroads in the marketplace, the Libraries must continue to maintain essentially all of our subscriptions to traditional, and often expensive, journals. This makes it difficult to find funding to support open access publishers.
We will continue to discuss this matter within the Libraries and with the appropriate University administrators.
